With a spittoon by the mayor’s desk, this all-male city council meets beneath portraits of their founding fathers. The photo appears to be the 1921 council led by Mayor F.W. Hartford, also founder of the Portsmouth Herald. In 1945 the city elected a female mayor, Mary C. Dondero, whose daughter Eileen Foley alter served as mayor.
